This council comprises the Executive Board of the ECB and the governors of the national central banks of the Eurozone countries. The process is highly deliberative, with decisions reflecting a consensus on the best course of action to achieve price stability.
How does the ECB influence economic stability in the Eurozone?
If the ECB responds by continuing to lower rates, some fear it will lead to a cycle of competitive devaluations across the world. The 2014 APP (asset purchase programme), the 2020 PEPP (pandemic emergency purchase programme) and the 2022 TPI (transmission protection instrument) (also based on purchases of assets) are also well known. The financial and economic crises of recent years have led the ECB to add new instruments, termed unconventional monetary policy instruments, to these “tools”. The ECB also offers lending institutions two main types of credit lines (marginal lending and deposit facilities), which provide or absorb short-term (overnight) liquidity and have specific interest rates. Within the Single Resolution Mechanism, the ECB assesses whether a credit institution is failing or likely to fail, and informs the Commission and the Single Resolution Board accordingly.
